Early learning matters for our families, our businesses, and our future.

Even before the pandemic, lack of affordable child care was costing $6.5 billion annually in lost revenue and growth. Strong investments in child care, quality pre-K, and other birth-to-5 services can make sure that all children are thriving — and help Washington get back to work.

Here are three ways that strong policies and investments for kids birth-to-5 and their families further racial equity:

• Women of color make up a disproportionate share of the early learning workforce, placing them on the front lines of the pandemic as they care for the children of essential workers. 
• More than 6 in 10 of our state’s Black and Latino children were already living in child care deserts before the onset of the pandemic—which has further decreased the supply of affordable, quality care.
• Expanding quality pre-K through Washington state's Early Childhood Education and Assistance Program (ECEAP) can address racist barriers to educational opportunity all too often experienced by Latino, American Indian, and Black children.

The need is stronger than ever for quality, culturally and linguistically relevant early learning to protect communities and dismantle barriers to opportunity. The Fair Start for Kids Act (House Bill 1213 and Senate Bill 5237) takes strong steps to address affordability, access, and the economic crisis.
