A quality education depends on creating safe, inclusive environments where every child feels a foundational sense of belonging. Now more than ever, it is critical that we equip our schools with the right supports to foster positive, inclusive environments that do not rely on exclusionary or harmful practices to address the needs of its students.
A crucial effort in this work has been the initiative to Reduce Restraint and Eliminate Isolation (RREI) in Washington, which supports schools in implementing evidence-based practices that minimize the use of restraint and eliminate the use of isolation in classrooms. By putting systems and supports in place early for behavioral, social-emotional, and academic needs, schools can largely prevent the escalation cycles that result in isolation or restraint of students. Exclusionary practices disproportionately affect BIPOC students and students with disabilities, but having preventative support systems in place benefits all students and teachers.
The Washington State Legislature has previously funded demonstration and pilot sites across the state to help districts create safer, more supportive learning environments that better serve students in distress and equip educators with the tools they need to de-escalate behavioral crises without resorting to harmful practices. The proposed House budget has recognized the importance of this work by including $4 million to continue funding for the RREI initiative. However, the Senate budget does not currently provide this funding. To sustain these critical efforts, the legislature must continue funding the RREI work, ensuring that demonstration and pilot sites have the resources to refine and expand these evidence-based practices.
Without continued investment, this progress is at risk. We urge you to join us in advocating for the legislature to maintain funding in the final budget for this essential work to protect student well-being and support educators in making lasting, positive changes
